London – Tottenham Hotspur manager Thomas Frank has indicated that the club is unlikely to emulate Arsenal’s strategy of investing heavily in individual players, such as their acquisition of Declan Rice for a reported £105 million. While acknowledging the necessity of strategic investment in the squad, Frank emphasized a commitment to a more measured and sustainable approach to player recruitment and development.
Frank’s comments come ahead of Tottenham’s highly anticipated Premier League clash against Arsenal, scheduled for Sunday, November 23, 2025, at the Emirates Stadium. Arsenal currently sit atop the league standings with 26 points, while Tottenham trails in fifth place with 18 points, highlighting the significance of the upcoming North London derby.
Under the stewardship of Mikel Arteta, Arsenal has steadily re-emerged as a force in English football, consistently challenging for the Premier League title. While yet to secure the championship, the Gunners have finished as runners-up for the past three seasons, demonstrating their resurgence as a top-tier competitor. This resurgence has been fueled, in part, by significant investments in players, most notably the record-breaking signing of Declan Rice from West Ham United in 2023. Rice’s arrival has added steel and quality to Arsenal’s midfield, solidifying their position as title contenders.
In contrast, Tottenham’s record signing remains Richarlison, acquired from Everton for approximately £60 million in 2022. This disparity in spending reflects differing philosophies between the two North London clubs, with Arsenal seemingly more willing to break the bank for established stars, while Tottenham favors a more balanced approach, focusing on developing existing talent alongside strategic acquisitions.

Frank’s predecessor, Ange Postecoglou, had previously expressed reservations about spending £100 million on a single player, a sentiment echoed by Frank himself. While not entirely ruling out such a possibility in the distant future, Frank suggests it is not currently part of Tottenham’s strategic vision.
"In 50 years? Maybe," Frank stated, as quoted by The Guardian. "To build a team, you need a combination of time and process. It depends on the starting position of the team, of course. But to stay up there is very difficult. So time and process, and, of course, investment."
Frank elaborated on the importance of intelligent investment, highlighting the need for Tottenham to be prudent in their spending and avoid overpaying for players who may not be the right fit for the team’s system or culture. He emphasized the importance of developing players already within the squad, rather than solely relying on expensive acquisitions.
"If you want to be successful in football, you need to invest in players. Hopefully, it can be done smartly, and we want to do it smartly so we don’t invest too much in the wrong players," Frank continued. "But you need to invest, whether it’s £100 million, I don’t know. We’ll see. I don’t think we’re going to spend £100 million (on a player), that’s how it is."
Frank further pointed to the examples of Liverpool and Manchester City, suggesting that sustained success is not solely dependent on lavish spending. He argued that both clubs have achieved their respective levels of success through a combination of shrewd recruitment, effective coaching, and the development of players from within their academies.
"I am very sure that we need to develop the players we have. If you can develop players, not everything has to cost £60 million, £70 million, £80 million, £90 million, whatever the amount. I don’t think anyone has done that yet. Liverpool didn’t do that to get to the top. Even (Manchester) City haven’t done it," Frank asserted.
Tottenham’s current squad boasts a blend of experienced players and promising young talents, with key players such as Son Heung-min, Harry Kane, and Cristian Romero providing leadership and quality. The club has also invested in developing young players through its academy system, with several promising youngsters on the cusp of breaking into the first team.
Tottenham’s recent form has been somewhat inconsistent, with a mixture of impressive victories and disappointing defeats. The team’s attacking prowess is undeniable, but questions remain about their defensive solidity and ability to consistently perform against top-level opposition. The upcoming match against Arsenal will be a crucial test of Tottenham’s progress under Frank’s management and will provide a valuable indicator of their ambitions for the season.
Arsenal, on the other hand, have been in impressive form, showcasing a cohesive team spirit and a potent attacking threat. The addition of Declan Rice has significantly strengthened their midfield, allowing their creative players more freedom to express themselves. With a settled squad and a clear tactical identity, Arsenal are considered strong favorites to challenge for the Premier League title this season.
The North London derby is always a fiercely contested affair, regardless of the respective positions of the two teams. The rivalry between Arsenal and Tottenham runs deep, and the upcoming match is expected to be no different, with both teams eager to secure bragging rights and three valuable points.
Tottenham’s strategic approach under Thomas Frank emphasizes sustainable growth and intelligent investment, rather than attempting to replicate Arsenal’s big-spending strategy. While acknowledging the need to strengthen the squad, Frank is confident that Tottenham can achieve success through a combination of shrewd recruitment, effective coaching, and the development of existing talent. The upcoming match against Arsenal will provide a valuable opportunity to assess Tottenham’s progress and demonstrate their ability to compete with the Premier League’s elite.
The focus remains on building a team that is competitive and sustainable, avoiding the pitfalls of overspending and focusing on a long-term vision for success.
